By registering in the app or in the personal account area on the tasks.png.uz website, posting a task or sending a bid, you accept the terms of this offer.
The binding version of this document is the Russian one. If the two differ, the Russian version prevails.
Who is who
- Pingy — the Pingy Tasks platform and its operator, PINGY LLC.
- Client — an individual or legal entity that posts a task through the platform.
- Tasker — an individual who bids on tasks and carries them out in their own name.
- Task — a service request posted by a client with a stated budget.
- Bid — a tasker's proposal to carry out a task at the price they name.
- Commission — Pingy's fee for its intermediary services.
- Wallet — the user's internal account in the app or in the personal account area on the tasks.png.uz website, where their money is recorded.
- Hold — a bank hold placed on the client's card for the amount of the task until completion is confirmed. The money stays on the client's card and does not pass to Pingy.
- Pingy Pro — a paid subscription with extra features.
Subject
Pingy provides intermediary (information and technology) services: publishing tasks, receiving bids, taking payment and settling up between the parties. Pingy is neither the provider of the service nor the tasker's employer — the service is carried out by the tasker independently, in their own name and at their own risk. Pingy does not set the tasker's working hours, does not tell them how to carry out a task and does not guarantee them any amount of work.
The service agreement is made directly between the client and the tasker. Pingy is not a party to that agreement.
Acceptance
This offer is treated as accepted from the moment you register in the app or in the personal account area on the tasks.png.uz website, post a task or send your first bid. That means you fully agree to these terms. If you do not agree with them, do not use the platform.
Who may use the platform
The platform may be used by legally capable persons aged 18 or over. Legal entities act through an authorised representative.
Registration is by mobile phone number confirmed with a one-time code. One person may hold only one account. The user is responsible for keeping access to their phone number and device secure, and for everything done in their account.
Pingy may refuse registration or restrict access if this offer or the law is breached, or where there are well-founded signs of bad-faith conduct.
How a task works
- The client posts a task: what needs doing, where, when and the budget they are willing to pay.
- Taskers send bids with their own price. A bid price may differ from the task budget.
- The client chooses the tasker from the bids received. There is no automatic assignment.
- The task amount is held on the client's card the moment the task is published — before any bids arrive. A tasker only bids on a task whose money is already covered.
- The tasker carries out the task and marks the work as submitted; the client confirms it is done.
- Once confirmed, the held amount is captured from the client's card and the payment, less commission, is credited to the tasker.
- If the client neither confirms nor objects to submitted work within 3 days, the task closes automatically and the payment goes to the tasker.
Price and payment
The client pays for a task with a saved bank card. There is no need to put money into an internal account in advance: the bank places a hold on the task amount on the client's card when the task is published, and the money is captured only after the work has been accepted. Until then it stays with the client and is out of reach of both the tasker and Pingy.
The price of the deal is the price of the accepted bid. It may be lower than the amount on hold: the bank returns the difference to the client when it captures the payment. A bid higher than the amount on hold cannot be accepted — the bank does not allow a hold to be increased after the fact; to accept such a bid, the task is published again with a bigger budget.
How long a hold lasts.
The length of time the bank keeps the amount on hold is set by the card payment system and is limited. If nobody has been accepted for the task by then, it is taken down and the hold is released — the money stays with the client in full. The task can be posted again at any time.
The minimum task amount is 20,000 UZS. All amounts are stated in the sum of the Republic of Uzbekistan.
Pingy's commission
For its intermediary services Pingy withholds a commission from the task amount. The client pays the price of the accepted bid; the tasker receives that amount less the commission. The current commission is shown in the app or in the personal account area on the tasks.png.uz website. The commission never exceeds half of the task amount.
The commission is withheld on any outcome of a task where the money was distributed between the parties, including a decision on a dispute.
Wallet, taking payment and payouts
All settlements go through the user's internal account — the wallet. Card payments are processed through a licensed acquirer. The card number the user enters when linking a card is sent over an encrypted channel to Pingy's server and on to the acquirer. Payments use the card mask and the token issued by the bank; the full card number is stored only in encrypted form and is needed for payouts to that card.
The tasker's instruction to Pingy.
By accepting this offer, the tasker instructs Pingy to receive from clients the money due to the tasker for completed tasks, and to settle with the tasker in the manner set out in this offer. In this respect Pingy acts as the tasker's payment agent: it withholds its own fee (the commission) and credits the remainder to the tasker. The client's obligation to pay for the task is treated as fulfilled from the moment the held amount is captured from their card.
Money in the wallet.
A tasker's wallet is a record of what they have earned, held until it is paid out. A wallet is not topped up by bank card: the client pays for the task directly by card, and there is no need to put money into the service in advance.
Money recorded in a user's wallet is not Pingy's property and is not used in Pingy's interests. No interest is paid on the balance. Pingy does not carry out banking operations, does not issue loans and does not provide any other financial service that requires a licence.
Payouts.
A payout is possible after identity verification (level L2) and only to a bank card linked to the same account. A request is processed within 3 working days. No payout fee is charged unless the app expressly says otherwise. If a payout fails for reasons outside the user's control, the amount is returned to the wallet.
The transfer is made by hand by a member of staff, so it needs the recipient's full card number: the one saved when the card was linked, or the one the user enters with the request. In the request the number is stored encrypted and is erased the moment the payout is sent.
Only money earned on tasks can be paid out.
Pingy may suspend an operation and ask for supporting information if the operation shows signs of a breach of the law, including the law on countering the legalisation of proceeds from crime.
A user may pay out their earned balance at any time, subject to this section. The balance should be paid out before an account is deleted: an account with unfinished settlements cannot be deleted.
The Pingy Pro subscription
Pingy Pro is a paid subscription that opens up extra platform features. What it includes, its price and its period are shown in the app at the time of purchase. As at the date of this revision the subscription is not offered for purchase; the terms below apply if it is switched on in the app.
Payment from the wallet.
The subscription is paid for by a single charge to the wallet for the chosen period and does not renew automatically. To continue, it has to be bought again.
Payment through the App Store.
If the subscription is bought through the App Store, it renews automatically for the same period unless it is cancelled at least 24 hours before the end of the current period. Payment is charged by the App Store within the 24 hours before the period ends. The subscription is managed, and auto-renewal switched off, in the App Store account settings; deleting the app does not cancel the subscription. Refunds for a paid period are handled under App Store rules.
Ending a subscription does not affect tasks started before it ended and does not touch the money in the wallet.
Address and contact details of the parties
Until a bid is accepted, the exact address of the task and the parties' contact details are not disclosed: other users are only shown the approximate area. The exact address and phone number are opened up to the tasker once the client has accepted their bid. Exchanging contact details in chat before a bid is accepted is limited by the platform.
The parties undertake to use the contact details and the address they receive solely to carry out the task.
Cancellations
Before a bid is accepted, the client may take a task down at any moment with no consequences — no money is captured. After a bid is accepted, cancellation is possible by agreement between the parties: either party sends a cancellation request, the other confirms it, and the hold is released back to the client. If the other party does not respond within 24 hours, the matter goes to a dispute. A tasker may withdraw from a task before submitting the work — the hold is released back to the client, and the withdrawal is counted in the tasker's statistics.
Quality and disputes
The parties rate each other once a task is done. Either party may open a dispute on a task at any point until settlement for it is complete.
From the moment a dispute is opened, the held amount stays blocked and is out of reach of both parties. Pingy reviews the dispute on the basis of the platform's own data: the correspondence in the built-in chat, photo and video evidence, the history of statuses and the marks for submitted work. Review takes up to 10 working days.
A dispute is resolved in one of three ways: in the client's favour (the hold is released), in the tasker's favour (a payment), or by splitting the amount between the parties. The platform commission is withheld in any case. The decision is carried out by the system and both parties are notified. The party whose conduct is found to be in bad faith receives a mark on their rating.
The pre-court claim procedure is compulsory. A claim is sent to the email address given in the “Details and contacts” section; the reply period is 15 working days.
Platform rules and prohibited tasks
It is prohibited to post or accept tasks that:
- breach the law of the Republic of Uzbekistan or the rights of other people;
- involve weapons, ammunition, narcotic or psychotropic substances, or the trade in alcohol and tobacco without the relevant permit;
- are intimate in nature or involve services of a sexual nature;
- require a licensed activity (medical, legal, financial or other) without the relevant licence;
- involve gambling, pyramid schemes, debt collection, following people or obtaining information about their private life;
- involve deception, misleading someone or causing harm.
Users are prohibited from:
- impersonating another person or posting someone else's contact details;
- creating several accounts, including after access has been restricted;
- artificially influencing reviews, ratings and statistics;
- posting insulting or discriminatory material, or adult material;
- using the platform to send advertising or to collect other users' personal data;
- interfering with how the platform works, including by automated means.
A breach leads to restricted access, up to and including a blocked account. If an account is blocked, the wallet balance is paid out to the user less any outstanding obligations to the other party and to the platform.
Liability
As an intermediary, Pingy is responsible for the platform working and for settlements being carried out. The tasker, as an independent person, is responsible for the quality, timing, legality and safety of the service provided; the client is responsible for the accuracy of the task details and for access to the premises. Pingy's liability is limited to the commission on the task concerned, unless the law provides otherwise.
The platform is provided “as is”. Pingy does not guarantee that the service runs without interruption and is not liable for interruptions caused by circumstances beyond its control, including failures at telecom operators, payment organisations and infrastructure providers.
No settling outside the platform
Clients and taskers are prohibited from settling up outside Pingy for tasks found through the platform. A breach leads to restricted access. Parties who settle outside the platform lose the protection of the hold and of the dispute procedure.
The tasker's status and taxes
The tasker acts in their own name, decides their own legal status and is responsible for paying tax on their income under the law of the Republic of Uzbekistan. Pingy does not require the tasker to register under any particular status.
Pingy does not withhold tax from a tasker's earnings unless the law expressly places that duty on it. Should such a duty arise, the tax is withheld in the manner set by law and the tasker is notified of the amounts withheld. Pingy gives the tasker a record of the amounts credited to them for their own reporting.
This agreement does not create an employment relationship between Pingy and the tasker.
Personal data
Personal data is processed in accordance with the personal data law of the Republic of Uzbekistan and the Privacy Policy, which is an integral part of this offer. The personal data of citizens of the Republic of Uzbekistan is processed and stored inside the Republic of Uzbekistan.
By accepting this offer, the user consents to the processing of their personal data to the extent and for the purposes set out in the Privacy Policy, including passing the necessary data to the other party to a task so that it can be carried out, and to payment organisations so that settlements can be made. Information obtained during identity verification is stored encrypted.
Changes to these terms
Pingy may change this offer. A new revision is published at png.uz/en/offer and takes effect from the moment it is published, unless it states another date. Users are notified in the app, in the personal account area on the website, or by a message from the Pingy Telegram bot if it is connected, at least 7 calendar days in advance of material changes affecting the price, the commission or the way settlements are made.
Continuing to use the platform after changes take effect means you agree to the new revision. If you do not agree, stop using the platform and pay out your wallet balance. Tasks already accepted are governed by the revision in force at the moment the bid was accepted.
Term and termination
The agreement is made for an indefinite term and applies from the moment of acceptance. The user may end it at any time by deleting their account in the app or in the way set out at png.uz/en/delete-account.
Pingy may terminate the agreement unilaterally if the user breaches this offer or the law, giving notice of this in the app or in the personal account area on the tasks.png.uz website.
Termination does not release the parties from their obligations under tasks accepted before it, or from completing the settlements on them.
Governing law and dispute resolution
This offer and the relationship between the parties are governed by the law of the Republic of Uzbekistan.
Disputes between a user and Pingy are settled by negotiation, with a compulsory pre-court (claim) procedure. If no agreement is reached, the dispute is to be heard by a court in accordance with the law of the Republic of Uzbekistan.
Disputes between a client and a tasker over a task are handled in the manner set out in the “Quality and disputes” section; if a party disagrees with the platform's decision, they may resolve the dispute in accordance with the law of the Republic of Uzbekistan.
